Since February 2019, the OFII is now called Visa Validation and is done online between your day of arrival and 3 months after your entry.
Getting your Visa Validation once in France
The visa validation transforms your visa into a residence permit and allows you to stay and come and go freely in France. Visa + visa validation = Titre de séjour for your first year. Then when extending it, you will have a card as permit residence.
The visa validation is a mandatory step for all non-EU international students/Phd within the first 3 months of your arrival.
If you don’t validate your visa, you will be in a non-legal status and you won’t be able to return to France if you leave, nor will you be able to apply for the CAF or health insurance. Additionally, you cannot work or do an internship.
Minors, Algerians and visas with mention “carte de séjour à solliciter” don’t need to validate their visa but they need to ask for a “Titre de séjour”. For minor, you need to wait to turn 18 or 2 months before the expiration of their visa to ask for it.
Step to do it
On the website ANEF. You will need to buy a tax stamp. The amount depends on your status. It will be noted on the website.

You will receive the validation of your visa immediately.
How to buy the tax stamp?
On line or in a tabocco shop, select 50€ if you have a student visa.
